His Highness Sheikh Mohammed bin Rashid Al Maktoum, Ruler of Dubai, has issued Law No. (11) of 2025, establishing the Dubai Judicial Expertise Center as a public institution affiliated with the Judicial Council of the Emirate. The Center is tasked with supporting judicial authorities through highly qualified local and international experts, developing the judicial expertise system according to global best practices, enhancing the accuracy of judicial rulings, speeding up case resolution, and strengthening public confidence in Dubai’s judicial services.

The law sets out transfer and integration mechanisms to ensure a smooth handover of responsibilities from the courts and the Rental Disputes Center to the new Center. This includes transferring regulatory and supervisory authorities over expertise work, expert registries, assets, equipment, and specialized staff, while preserving their rights and financial entitlements. The Center now serves as the sole entity authorized to carry out these functions, replacing the courts and Rental Disputes Center in all related rights and obligations.

To oversee this transition, a Steering Committee has been formed to implement the law, establish the organizational units and technical committees within the Center, and complete these tasks within three months, with extensions possible if needed. During the transitional period, the courts and Rental Disputes Center continue supervising expertise activities until the transfer is complete.

The law also empowers the Center to collect fees for its services, such as registering experts in its official registry, and requires full cooperation from all government entities to provide the necessary data and information for the Center to operate efficiently. Conflicting provisions in previous legislation are repealed, while existing regulations remain temporarily in effect until new rules are issued.

This legislation marks a major step in enhancing the efficiency of Dubai’s judicial system, ensuring fast and accurate justice, developing expertise practices, and reinforcing public trust—further cementing Dubai’s status as a global hub for legal and judicial excellence.
